UPDATE 7/28/2020 Splash Mountain is now refilled and reopen
Well it looks like there isn’t much splash at Splash Mountain right now. According to reports the attraction has been closed and now drained of water.
Yesterday people had reported being evacuated off of the attraction:

It’s not unusual for the attraction to break down, it happens relatively often. We’ve been on it a few times when it broke down, but we weren’t evacuated off. Since it’s reopening with the Magic Kingdom on July 15, there have been a few “down times,” but I don’t believe it’s been drained over those.
Now some Disney blogs are posting images of the attraction without water and we have no idea when it will be back up. Hopefully it’s a “temporary” issue and it isn’t just going to go straight into the Princess and the Frog refurbishment instead. Or they are just going to leave it empty in case they do have to shut down the parks again due to COVID-19, which is a remote possibility, but still a possibility.
